The Pennsylvania Chiefs of Police Association can assist municipalities with the hiring of a Chief of Police by conducting an Executive Search, which shall include, generally, oversight of the examination process, scoring/ranking of the applicants, and the making of recommendations to the governing body, as more specifically described below: In consultation with the municipality’s elected officials, municipal manager, or designee, prepare a “Job Announcement” for the Chief of Police position. - E-mail the job announcement to members of the Pennsylvania Chiefs of Police Association (distribution list in excess of 1300 recipients).
- Place a job announcement advertisement on the web site of the Pennsylvania Chiefs of Police Association.
- Receive and screen resumes of applicants to identify those who meet or exceed the requirements for the advertised position.
- Assist in the selection of applicants for further consideration.
- Meet with the municipality’s representatives to decide which applicants shall move on in the process.
- Prepare letters of rejection for those receiving no further consideration and mail same.
- Conduct research about the client municipality in order to gather the necessary information with which to prepare realistic questions for the Chief or Police position.
- Prepare oral examinations as requested by the municipality’s governing body, municipal manager or their designee.
- Select three qualified and experienced Chiefs of Police to assist in conducting an oral interview exercise.
- Coordinate arrangements for, and administer the oral interview exercise for the governing body of the municipality.
- A maximum of seven (7) candidates can be interviewed in one day. One day of interviews is included in the contract.
- Evaluate and score the oral interview exercise(s).
- Rank those applicants to be recommended to the municipality for consideration.
- Coordinate arrangements to meet with the municipality, prepare and present examination result(s), make recommendations, answer questions.
- Provide one experienced Chief of Police to sit in on the final interviews conducted by the municipality.
