 CENTRAL PENNSYLVANIA CHIEFS OF POLICE ASSOCIATION

ADDRESS

            The Central Pennsylvania Chiefs of Police Association does not maintain business offices in any specific location. Many of its Officers and Executive Board members are active chief law enforcement officers who can be reached either through the Association's mailing address or through their places of employment. The Association's mailing address is P. O. Box 277, Martinsburg, Pa. 16662.

MISSION

The Association was formed to secure personal and official relationships between law enforcement officers throughout Commonwealth; to secure unity of action in police matters; to elevate the standards of police departments by means of sponsoring education and training programs; to promote the use of humane efforts in the enforcement of the criminal laws of the Commonwealth of Pennsylvania; and to otherwise promote crime prevention and highway safety.

HISTORY

The association is a professional organization of chief law-enforcement officers primarily from 17 counties in the central part of the Commonwealth of Pennsylvania. Those 17 counties are:

On June 25th, 1957, 25 police chiefs from the Central Pennsylvania area, met in Hollidaysburg, Pennsylvania. They agreed that a regional organization of Chiefs of Police, larger than any existing individual county organizations was needed to address police issues and problems common to the Central Pennsylvania area and to work with the statewide Pennsylvania Chiefs of Police Association in analyzing and addressing those problems. The CENTRAL PENNSYLVANIA CHIEFS OF POLICE ASSOCIATION was formed. Chief Vaul E. Rouzer of Altoona, who also at that time was First Vice-President of the Pennsylvania Chiefs of Police Association, was elected as the first President of the Central Pennsylvania Chiefs of Police Association. Charles R. Griffith, Chief of Police at Johnstown, was elected Vice-President, and Lester C. Yost, former Chief of Police, Altoona Works of the Pennsylvania Railroad was elected Secretary-Treasurer.

            Over the years, the association has grown from the original 25 members to its current membership of approximately 160 individuals.  Many changes have occurred since the Association was formed.  Initially the Association had only one position on the Executive Board of the Pennsylvania Chiefs of Police Association while other regional organizations in the Pennsylvania Chiefs of Police Association had two.  In 1989, the Central Chiefs Association was able to get the membership of the Pennsylvania Chiefs of Police Association to vote for an additional position on the Pennsylvania Chiefs Executive Board thereby making Central Chiefs equally represented on that Board as are the other regional associations. On July 9,1999, the Association was incorporated as a Pennsylvania non-profit corporation under the laws of the Commonwealth of Pennsylvania and is governed in accordance with the Non-Profit Corporation Law of 1988, 15 Pa.C.S, Section 5301, et seq.

The Central Pennsylvania Chiefs of Police Association's Executive Board and members normally meet four times a year. Usually those meetings are held in various locations throughout Central Pennsylvania during the months of March, June, October and December.  The annual meeting of the Association is held during and in conjunction with the annual Education and Training Conference of the Pennsylvania Chiefs of Police Association, which is held in July of each year.

The Central Pennsylvania Chiefs of Police Association Executive Board consists of 18 members of the Association and that Central Chiefs' Executive Board is charged with conducting, managing and directing the business and affairs of the Association. The 18 member Board is composed of the following officers and members:

           

            President elected by the membership of the Association

            First & Second Vice-Presidents elected by the membership of the Association

            Secretary elected by the membership of the Association

            Treasurer elected by the membership of the Association

            Immediate Past President of the Association

            One (1) representative of Active Retired Members

            Three (3) representatives of the Association Contingent to the Pennsylvania Chiefs of

Police Association Executive Board elected by the membership of the Association.

            Six (6) representatives elected by the membership of the Association

            Chaplain appointed by the President of the Association

            Sergeant -at-arms appointed by the President of the Association

MEMBERSHIP

Individuals working anywhere in the State of Pennsylvania can apply for membership in the Central Pennsylvania Chiefs of Police Association, provided they further qualify as indicated below. The overwhelming majority of the membership is from the 17 counties (SEE HISTORY ABOVE) in the central part of the Commonwealth of Pennsylvania. The association has four classes of membership.

1.         ACTIVE MEMBERSHIP is open to the following:

a.         All full-time sworn chiefs, superintendents or commissioners of police in a political subdivision of the Commonwealth or a consolidated or regional police force situated within the membership area.

b.         All full-time sworn lieutenants, assistant chiefs, assistant superintendents or assistant commissioners or individuals who are employed by an entity in 1- a above; provided, he or she is recommended for such membership by his chief, superintendent or commissioner of police.

c.         Chief County detectives and inspectors of detectives whose place of employment is situated within the membership area.

d.         Pennsylvania state police officers holding the rank of Commissioner, major or captain

e.         Industrial policemen are individuals employed within the Commonwealth of Pennsylvania as private security for a railroad, industrial or commercial concern who are charged with the duty to maintain order, enforce the law, and prevent and detect crime.  Such individuals shall hold senior level management positions with their respective employers.

                        f.          Penal institution wardens

g.         Special agents in charge, assistant special agents in charge, and resident agents of any law-enforcement entity of the United States government if such persons situated within the membership area.

h.         Persons with command-level responsibility in any law enforcement agency of the Commonwealth of Pennsylvania; and

i.          Those persons identified in the paragraphs (1- a through h) above but who are not employed or stationed within the membership area; provided, however, they resign from any other Independent Police Association of which they are a member before obtaining such membership in the Central Association

2.         ACTIVE RETIRED MEMBERSHIP is open to those persons who have retired from employment positions classified by the Executive Board as Active membership positions. Active retired members shall have the right to attend all Membership Meetings and shall have or exercise the privilege of voting on all matters of Association business arising thereat.

3.         ASSOCIATE MEMBERSHIP is open to those persons who, by occupation or personal inclination, share a mutuality of interests with the Association and its membership. Associate members shall attend Membership Meetings only at the invitation of the Executive Board and under no circumstances shall such members have or exercise the privilege of voting on Association business.

4.         HONORARY MEMBERSHIP is open to those persons selected for this honor by the Executive Board.

ASSOCIATION FINANCING

Members of the Association pay dues to offset some of the expenses of the benefits received by the members of the Association.

The Association also hires a paid professional fundraising firm to solicit financial support from members of the public, which monetarily assists the Association in providing benefits to its members while also paying for the costs of the fund raising efforts of the professional fundraising firm. The fundraising company receives 80% of the gross receipts collected and the Association receives 20% or 20 cents for every dollar donated. The fundraising firm receives this large percentage of gross receipts since it must develop a list of potential donors; employ paid professional telemarketers to make calls to potential donors; prepare and mail pledge kits to donors; and pay the cost of postage for mailing the pledge kits. We expect and require the fundraising firm to make legal, professional, ethical and courteous phone solicitations on our behalf. Anyone with a complaint regarding a phone contact and/or any solicitation made by that fundraising firm on our behalf should contact the President of the Association or other member of the Executive Board whose names and addresses are listed above. A satisfaction survey regarding the fundraiser firm's solicitation effort is sent to SOME individuals pledging donations. The Association encourages all receiving the survey to fill it out and return it for it helps the Association to monitor the solicitation efforts of its paid fundraising firm's representatives.

The Association can accept direct financial contributions from the public for which no telephone solicitation or contact was first made to the donors by the professional fundraising firm. The Association's contract with that firm requires us to pay them their share of any monies collected as a result of their efforts. Unsolicited direct contributions do result in the Association
being able to use 100% of the funds donated.

Any financial contributions made by the public ARE NOT TAX DEDUCTIBLE. The Central Pennsylvania Chiefs of Police Association is NOT a charity but is an incorporated non-profit corporation.

            ASSOCIATION MEMBERSHIP BENEFITS

Membership benefits include among others:

            The availability of law enforcement training and related educational training programs;

The opportunity to participate in organized efforts to promote state legislation and public policies that are beneficial to the organization's membership; and

Invitations to social and festive meetings which promote communications, cooperation and networking amongst law enforcement officers and interaction between independent municipal police departments and other law enforcement organizations.
