Deadline for Submission Friday May 13, 2005

The Pennsylvania Chiefs of Police Association (PCPA) is soliciting concept papers for agencies that want to incorporate and implement the technologies used for offender identification to create offendeClosedr identification and preliminary arraignment processing (central booking) on a regional or countywide basis according to the objectives set forth in this announcement.

Concept papers will be reviewed on a competitive basis by a committee and the accepted proposals will be incorporated in a single grant application to the Pennsylvania Commission on Crime and Delinquency (PCCD). Submitting agency will not directly receive funds but will receive the necessary equipment as part of the overall project. Agencies will be required to provide a cash match of 25% of the funds expended on their portion of the project.

Livescan Replacement and Upgrade!

The PCPA has received funding to continue the process of replacing and upgrading livescan fingerprint machines with the latest technology which includes full hand scanning. Phase I is completed and Phase II has begun. If you have not received a letter or have not responded to confirm participation, please do so as soon as possible so we can order your new system before you have to renew maintenance on your old 1133H. This is a non-competitive project.

The purpose of this project is twofold. First, the current livescan model, 1133S and 1133H are nearing the end of their life and support.  SeconClosedd, we are preparing for the upgrade at PSP to accept and search palm prints in the AFIS system.

Questions regarding this project should be directed to: Jerry Miller, CHRIA Projects Coordinator, at the Pennsylvania Chiefs of Police Association, phone 717-236-1059 or email: jmiller@pachiefs.org
