The Pennsylvania Chiefs of Police Association can provide municipalities with a variety of written examinations which have been developed by Stanard & Associates, including the National Police Officer Selection Test (POST), PA Specific First and Second Line Police Supervisor Tests (Pa. FLST, Pa. SLST) and the National Dispatcher Selection Test (NDST).

About Our Choice
Stanard and Associates, a Chicago-based group of psychologists, began working in the area of police testing in 1976. Over the years their work with police departments consistently indicated a need for an instrument which would assess skills such as arithmetic, grammar, writing ability and reading comprehension before further entry-level procedures, such as personality evaluations or background checks, were implemented. In late 1989, Standard and Associates initiated a review of existing entry-level police tests targeted for a national market. Results from this survey confirmed their findings: jurisdictions need something to assist them in their search for applicants who possess adequate basic skills in reading, writing/grammar and mathematics.

The purpose of developing the National Police Officer Selection Test (POST) was to offer a content-valid, job related, fair and objective pre-employment test designed to identify those candidates who possess the essential basic skills necessary to perform successfully as a police officer.

Who Else Uses These Tests?
Police chiefs associations in more than 26 states and 3000+ public safety agencies nationwide use Stanard products and services. POST has been mandated as an entry level examination in several states, including Iowa, Utah, Wyoming, Montana and Oklahoma. Both the POST and NFST meet all ADA and EEOC guidelines.

POST Test Options
The Pennsylvania Chiefs of Police Association offers two forms of the POST exam. The first is scored by the individual department or municipality. The second version is scored by Stanard and Associates. Results are returned within 10 working days. For an additional fee, PCPA can provide a proctor(s) to assist with the administration of POST exams.

PA Specific First and Second  Line Police Supervisor Tests

  The Pennsylvania Chiefs of Police Association is also able to provide Pennsylvania specific Police Promotion Written Exams which have been developed by Stanard & Associates. First and Second Line Supervisor Tests (PA FLST and PA SLST)   The First and Second Line Supervisor Tests help Pennsylvania law enforcement agencies identify promotional candidates who possess the relevant job knowledge to be successful supervisors and managers. The exams assess candidates' knowledge in areas such as management/supervision, major court cases affecting law enforcement, community policing, criminal investigation, patrol tactics and Pennsylvania Criminal Law and Vehicle Code. These two cost-effective exams can be easily integrated into your agency's promotional process. The First-Line Supervisor Test measures critical knowledge areas associated with first-line supervisor positions (e.g. Corporal, Sergeant), while the Second-Line Test measures knowledge areas associated with many second-line supervisor positions (e.g. Lieutenant). For an additional fee, PCPA can provide a proctor(s) to assist with the administration of PA FLST and/or PA SLST exams.

Exam FeaturesPromotional Examination Process
  • Each exam has 125 questions (primarily multiple-choice with some true/false).

  • A candidate study guide is available to provide test takers with a recommended reading list, study tips and sample test questions.

  • An Administrative Guide is available to assist in the administration of the exams

  • All first and second line written exams are scored by Stanard and Associates.

  • Candidate Study Guide (provided by S&A) is released to all eligible candidates.

  • Candidates are given a minimum of 30 days to study for the promotional exam.

  • Exam is administered (Administration Manual provided by S&A).

  • All testing materials (used and unused exams) are sent back to S&A via a traceable carrier for processing.

  • S&A scores completed examinations and provides a report of the results within five business days.

The National Dispatcher Selection Test

The National Dispatcher Selection Test (NDST) was developed specifically for use by public safety communications/call centers. It may be used by any communications/call center, or dispatching center through which calls for emergency and/or public safety services are received and routed. The NDST assess listening comprehension and multitasking skills. It is economical for agencies of all sizes. Components of the NDST include; reading comprehension, listening, problem solving, prioritizing and multitasking.
